ICE added $6.5 million to a detainee transportation contract in Pennsylvania in February 2026, according to improperly redacted records the agency posted to its FOIA library. The change more than doubled the monthly fee and raised guaranteed monthly mileage by 75 percent.

🤔 Since the raise is to a "guaranteed monthly mileage" a baseline question is what radius of transportation mileage does that cover? Doubling the monthly fee should also trigger questions about proportionality of the ORIGINAL fee and how that scales up to the equivalent of double that original fee.

What was the increase for? We don't know for sure. The docs cite a transport addendum omitted from the records. But a Dec. 11 2025 file created by a GEO Group Sr. VP seeks 12 more transport teams a day as a "mobile detention facility" for arrest teams. It later appeared in a July ICE solicitation.

We asked ICE and GEO Group whether GEO's transport teams already work this way in Pennsylvania, whether the plan came from ICE or GEO, how long people are held in the vans and how their water, restroom, and medical needs are handled. We will update this thread if they respond.
