WRT pip and publish cooldowns, the `P3D` is an ISO8601 spec for duration, similar to how `2026-05-30T20:31:14Z` is an iso 8601 spec for datetime. That's probably why they chose it, even though iso8601 isn't my favorite choice for durations.
