This is how it was from the 1990s until 2013 when we dropped the APT1 report.

It's a mistake to infer a trend out of a single incident, but I wonder if the calculus is shifting. The "wow" factor of attribution faded once everyone started doing it, while the risks haven't changed.

Just one more point: prior to APT1, no one would say “China” because we all feared being accused of disclosing classified info. Today it’s a different concern.
