He pretends a lot of things. He pretends he's popular, he pretends he's smart, he pretends he could be an astronaut, among other things. That's what happens as people sundown.

It was always illegal. The requirements of the War Powers Resolution didn't give Trump even a limited authority to wage war in this case.
