Apparently the DM "feature" is not part of AT protocol and a centralized side service... Presumably suspension does not unpublish the public key(s) in the main AT protocol, and it is still possible to have a new account DM correspondents with a signed proof of being the banned account's keyholder.

the reasonable thing to do would be admitting that the protocol (before the new spaces addition) is for public data only, and not implement DMs at all (and also stop pretending that access control like private accts and blocks are anything more than a speed bump), but then twitterites wouldn't join
