My guess: Effort required to apply for grants is irreducible. Grant writing is a filter to exclude those who aren't motivated enough to apply for money. If effort of grant-writing is reduced, a different way of signaling motivation will emerge. See: Banerjee, A.V., 1997. A theory of misgovernance.
