Good short term economic policy, bad long term environmental and economic policy. How about some taxes on pollution? With hardship offset by progressive monthly cash assistance for those with low-middle incomes and little-no wealth?

Canada has substantial oil reserves, so can probably cross subsidise it from the increase in those revenues
