this can be done but generally only by the shipper, express carriers have always done it and several national postal services have started supporting it since it became effectively mandatory for packages to the US (incl. USPS, somewhat surprisingly, despite them obviously not being impacted)

not sure it can in the UK, the government website seems to indicate that for all packages over a certain amount it will have to be paid not in advance.
