There's annual local festival that used to be about making things from recycled stuff 20 years ago, but the event became very well known and evolved int running on full-scale production budget entirely. I guess many things will inevitably lose its original spirit and alienate what it was born from.

You can also let that kind of happen and call it 'growth', or somehow go back to your original roots—there's no right or wrong. It seems like they're bringing minimum bar for recycled material rules recently and while <45% is underwhelming for me, it's a good start.
