Couldn't I just make a GUI wrapper for the Android CLI tools?

Richard Stallman was warning about devices that can install only approved apps in the late 2000s. Unfortunately, Android is removing sideloading as well, at least for users who don't have a PC and don't know what command line even is.

It would be best for it to be cross-platform for obvious reasons.

Of course of course

Keep in mind that most people use Windows, Macs and Linux are not as popular as you think.

What do you think about my basic idea to open source a GUI wrapper (around the sideloading command line workflow) for those Windows users?

I think GTK and Qt should allow you to target all three platforms at once.
