Not to be fear-based here. For businesses, small and large. We historically had an additional security blanket with the work of many of the cyber-oriented agencies, FBI , CISA , etc. With these being pretty much removed from the picture, Risk has new meaning Stay Safe, Stay Vigilant

Are they saying that they're pulling out of the CVE process when this expires? I mean... they ARE the CVE process (not really, but in every way that actually matters).

Which would take out CVSS and the NVD - I mean at this point MITRE is pretty much running those. Granted, they're not the only intel sources by a long shot, but they're they ones most orgs use.
