We're not very clever. Instead of removing the twice-as-wide redundant north loop freeway, we're ADDING a tremendous amount of expensive infrastructure and messing up the street grid. Closing it proves it is redundant and unnecessary. Capping it just piles more money into car remediation.

The main driver for this is noise, because we'd rather spend hundreds of millions than enforce noise ordinances for cars.
