sometimes when using a software i encounter a bug or have an idea for a feature, but have no time to go through the full issue creation flow, and sometimes end up forgetting about it and so not reporting it

being able to create a draft issue, only visible to be the creator until they mark it as "ready to be read" by repository collaborators, could solve that
