The La Salle Hotel?! It had two stairs! It was also 22 stories tall and had 1,172 guest rooms. This is what chairs of important ICC committees (not randos!) think is in the same universe as a small apartment building.

Hotels is a very bad faith argument too, because large ones do require a second mean of egress and additional fire protection (like compartimentalization) in most jurisdictions that allow single stairs for residential buildings. The occupancy levels are incomparable.
