No they don’t. You need to pay only when you exceed free tire limit. I’ve already upgraded with 2 clusters and have paid nothing to them yet. But I think I will soon.

You think you’re going to pay soon because you’ll expand usage or you think they will reduce the amount of free capacity, so that you will be charged for some that is currently free?
