Do the gray areas indicate that Dakotas, Colorado and Oregon didn't have good, public data on food insecurity?

Yeah, I think they must not have been participating in this PLACES program www.cdc.gov/places/. 🤔Although when I go to that site, I see maps with all states covered, so maybe there's something wrong with the ArcGIS dataset.
