If you were starting with a fresh build, what code editor IDE would you go with and why? It can include fancy new AI ones as well as trusted old school ones.

Always PhpStorm. Yes, it's not free, but it saves you a lot of time, since everything you need is included. Especially when working with PHP code and trying to follow best practices, coding standards (PHPCS, PHPStan, Psalm, etc.), VS Code with its PHP extension doesn't come even close.
