The midterm elections contain many many politicians of both parties running for office at the federal, state and local level. You can no more cancel the midterm elections than you can kill citizens in their cars. Wait, oops, maybe that's a bad example. 🙄

The way the system works is everything is legal until it's stopped by Congress or the courts. And we know how they vote.
