If calling a state secret police agent a murderer for committing murder will lead to more murder by the state secret police, it sure seems like the problem is with the secret police

The entire game is using the threat of murder to induce conditions to justify murder. Motor Vehicles provide the most fertile pretext. Make someone operating a vehicle fear you will murder them. If they attempt to flee murder, you can now murder them.
