Japan should consider shooting down any 'test' rockets randomly launched by NK into the Sea of Japan (even outside Japan's territorial water / EEZ) to show that the cubby rocketman's ambition will not be materialised. Japan also needs to upgrade and test its own intercepters constantly anyway.
