is it possible to use a docker container full of tools to administer the host on linux? like you could manipulate a bunch of flat files, but could you set it up to execute other processes/installations/etc? E.g. systemctl restart foo apt install bar etc. But on the host machine?

That is in fact _how_ it's done on @flatcar.org with the `toolbox` command. Which you can export an envelope variable to use a different container image than the default fedora. www.flatcar.org/docs/latest/...
