when did “pamphlet” stop meaning “up to 100-200 pages of writing” and start meaning “one legal sheet printed front and back folded in thirds”?

lenin’s “what is to be done?” is described as a “pamphlet” but it can easily run 140 pages (i saw one edition at 240 pages — is the introduction 100 pages? is there commentary not alluded to by the title?) and i feel like this sets some misleading expectations
