PDX: this restaurant "Hachi" is right by our office, and while i can't say the food will change your life… i can say that i haven't eaten a good $9.98 lunch around here since right around the time i bought my gamecube

May I also suggest Ramen Ryoma attached to Uwajimaya on BHH. You can get one of two different rice bowls (curry or seared chashu) and a 5-piece gyoza for under $10 out the door.
