The 4th Circuit recently did find the relate-back doctrine applied to the date of the Information even if the indictment came after the SOL ran. And this was filed in the VAED so subject to 4th Cir. Precedent. see Briscoe v. US, 101 F.4th 282 (Cert. Denied)

but the information was properly filed in Briscoe. Here the information is a nullity as it was not properly instituted as it can only be brought with the CONSENT of the defendant which was never obtained.
