Are there any request or rate limits?

we have rate limits but we haven't settled on an official policy for those, still tuning them!

Are these per account or per ip?

I was putting a 300ms wait between requests so I wouldn’t get banned. Is that too high/low for now? Would you tell me in rate limited?

I need to know that too. Trying to decide on a healthy rate of querying for feed updates. It looks like the Web App does it every 30s.
