The reason Europeans don't have AC is because they use celsius instead of the more intuitive fahrenheit. If they saw "100F" in the weather forecast, they would know that the day is going to be hot, but seeing "37.78C" is just confusing. (they even have to use decimals to hit the nice round numbers)
