Trump has always done this; it's his M.O. 1) Knock the building down when no one's looking. Weekends are good. 2) Put the burden on them to sue him. 3 ) Drag it out in court as long as possible. Game the system. Invent new kinds of excuses. After a decade or two, who cares anymore, amiright?
