UN interventions are too little, too late. The UN SC is flawed as hell. And the ICC has very little in enforcment. A CIA style foreign operations force under the ICC would be great. Hunt those fucks in every corner of the world. Jurisdiction: who cares?. Or rather: Jurisdiction: humanity.

It was designed that way, including the stupid veto system. The main deterrent is more that an ICC judgment is a stain on the individual, difficult to remove. And yes, the US have placed themselves outside UN jurisdicrion , sensible if you are the enemy.
