In other words, Georgia Republicans successfully took the worst parts of California's Prop 13 and fused it with yet another regressive sales tax that disproportionately punishes renters and poor people, months before an election where they could lose their trifecta for the first time in 22 years

It’s a levy limit not an assessed value limit like Florida and California. It has less distortions than Proposition 13 while still restraining the growth of, or defunding (depending on your POV) local government.
