My mother-in-law was a quadriplegic polio victim who spent much of her remaining life in an iron lung; my husband the only documented case of in-utero transmission of polio...he has post-polio tremors, increasing in severity with age...let the good times roll! in wheelchairs.

There are so many terrible plans, and awful concepts, and truly bad ideas, but this one could only be suggested by a person reminiscent of an epic evil, like one of the Four Horsemen of the Apocalypse, or perhaps a mythological deity intent on creating suffering for mortal beings.
