Says because it's dawn, there aren't enough assembled at the National Assembly to make their request (for standing down martial law) official, but as soon as they have a quorum, he will do it. He has ordered the retreat of all military personnel.

Requests the cooperation of the National Assembly in matters of governance (his reason for martial law was ostensibly because the NA was thwarting his policies) That's it. He was OUT OF THERE with his tail between his legs as soon as he said like, those five sentences.

Conservative party (president's party) leader now making statement. Saying their party will do utmost to minimize the impact on Korea diplomatically and economically. Will do "what's necessary." Does not say anything specific, really a non-statement.
