There was no intent as Bondi and Noem are trying to spin. Pretti was doing his Saturday thing when ICE came and began breaking car windows further down the street. It wasn't a protest, it was normal people doing Saturday stuff and after seeing ICE they began pulling out their phones to document.

The weapon was removed before the shooting so why or how could that matter!?

In Pretti's case, there was no protest just a few neighborhood people awakened by ICE smashing windows or people running Saturday errands. Everyone maybe 10 people at the start had cameras up. It wasn't until ICE killed Pretti that people came to protest.
