If it is a felony to vote as a non-citizen, it should be a felony to deny an eligible citizen the right to vote.

Standard should be like supposed criminal justice standard: better that ten non-citizens vote (and be duly prosecuted after the fact — they are) than one citizen be denied right to vote in election.
