Where I live they're legal if they can't go over 30 mph. A few months back a kid killed a man with one. I regularly see kids do incredibly stupid shit on them. I have no idea why everyone thinks it is a good idea to give 13 year olds underpowered motorcycles.

It’s insanity. My neighborhood is filled with kids just driving them as if they are licensed on the main roads going as fast as the cars.

When I was that age a lot of people around me had dirt bikes that we weren't allowed to ride on the streets. I was so annoyed because I was a stupid kid having no rational thought and no business on the road. But surely young teens are different now
