Asked which bureau they would cut first, Councilor Morillo says the Police Bureau. Tom Sollitt says Parks and PBOT first, then Police. Councilor Koyama Lane, Esther Leon, Kellie Torres, and Councilor Novick do not name a specific bureau.

Kellie Torres states that the City of Portland ought to use the Portland Clean Energy Fund (PCEF) to fund maintenance for the Parks Bureau, which is the bureau she currently works for.

Question: would you be open to changing what PCEF funds are used for? Sollitt: Yes Morillo: No (use existing Climate Investment Plan as process) Torres: Yes Koyama Lane: No Leon: No Novick: No (use existing Climate Investment Plan as process)

Kellie Torres is the only person on stage who explicitly said she would have supported using PCEF funds for police funding had it made the ballot. Note: this directly contradicts Torres' claim that she supports 350PDX's Climate Justice Platform.

Councilor Novik says he wants to use PCEF funding to offset water rate increases. He references the cost of the Bull Run facility, a project which has gone over budget by orders of magnitude that Novick himself voted in favor of advancing.

Councilor Morillo says unequivocally that we can no longer rely on private housing development alone to make sure everyone is housed, and that we need social housing. "We need to be looking toward a different future, and that future is social housing."

Councilor Morillo on voting no to the Moda Center getting 100% public funding: "We don't even have a watercolor image of the improvements the Blazers want to do... I'm not going to give up your dollars without more information."
