oh that's easy. 50% is too risky a gamble, since you have limited credits and part slots. 60% is exactly enough in the player's favor (goes up 10% with each tier) to make it worth purchasing

my first time encountering this upgrade was at level 4 so it was 90% and i was like, that's basically 100% why wouldn't i get this. 60% really is the perfect starting point for it still being valuable altho 50% might've been funnier
