The federal ACA exchange is funded via a small user fee applied to the premiums for policies sold on the exchange. Trump is claiming that Biden set the fee too high (even though Biden *reduced* it from 3.0% to as low as 1.5% some years), & is now "refunding" the "overcharge"...

...even though a) it was TRUMP 2.0 which *increased* the fee back up to 2.5%, and b) if there really WAS a massive surplus, they could have simply knocked it down another few tenths of a point. This would've saved nearly EVERY enrollee a few bucks while also ironically saving the feds some as well.

It’s also worth noting that all of this is based on the Trump Regime’s claim that HC.gov is “overfunded” to begin with. I mean, maybe? But as that this regime isn’t exactly known for being truthful about much of anything while also being openly hostile towards the ACA, that’s not a given.

📣 UPDATE: I decided to go back and try to calculate just how much the federal ACA exchange user fees have generated each year over the past decade. Guess what? Adjusted for inflation, the user fees were LOWER during the Biden years than they were during Trump's first term!

In fact, even if you DON'T adjust for inflation, the actual user fee *levels* were lower under Biden than Trump 1.0! Obama: 3.5% avg (2 yrs) Trump 1.0: 3.25% avg (4 yrs) Biden: 2.175% avg (4 yrs) Trump 2.0: 2.2% avg (2 yrs)
