Why is he not charged with Intentional/Reckless Damage (18 U.S.C. § 1030(a)(5)(B)-(C)), which covers accessing a computer without authorization and recklessly or negligently causing damage or loss?

I have a novel concept. Instead of feeding AI just about every book ever written so that it can plagiarize or appropriate a real author's work, why don't they feed it instead all the State & Federal laws of the US? Then MAYBE it wouldn't be breaking so many of them.
