55,000 illegal eviction cases is not a housing crisis with some violations. It is a business model operating at scale. When violations outnumber enforcement actions by that margin, compliance becomes optional.

Corporations should not be allowed to own single-family residential properties! Corporations are not people, they have no business owning single-family residences! And if an owner can't keep their rental unit in a livable state, it should be taken from them!
