The world if GitHub issues closed on tag/release instead of commit

or even better, github should allow us to let a actions workflow close it (so it only closes when the commit is actually deployed)

tbf that's already possible, by disabling auto-close and using the github-script action PRs should still be closed immediately, but issues might even benefit from a new intermediary state between open and closed
