In internet speak: "not an ad" mean "this is not a communication that we would be required to identify as an advertisement pursuant to federal law (15 U.S.C. § 45)".

Compliance with that law and its implementing regulations is so poor that many people assume you are violating any time you are promoting a commercial product or service. Because of this, when posting online, many people will explicitly call out when they *aren't* making a covered communication.
