My son had a classmate with Down's syndrome beginning in kindergarten. The way she was included in all activities and just considered part of the class was a beautiful thing and something that never would have happened when i was growing up in the 70s.

A family in my neighborhood in the 70s fought to get their hard-of-hearing son in into our neighborhood public school. They won and he became the first kid with a disability in our city to be allowed to attend. Until then kids with disabilities attended a special school.

In the 60s my mother downright refused to have my deaf sister sent away to boarding school at 5. Instead she persuaded a local prep school with small classes to take her, at half the cost of the school for the deaf. She was an absolute legend, my mum.

The "send away to school" is a terrible choice for families to have to make for their Deaf child. The flip side is also terrible - the Deaf child isolated from similar peers and adults who understand deafness. A no-win situation. I hope your sister is doing well and thriving today.
