The 9th USCA could do the country a solid here by ruling on the obvious-to-everyone-in-the-real-universe: that there is no basis for deploying troops. Perhaps do their own fact-finding walk in Portland. And perhaps sanction the government lawyers for pushing such an obvious fraud on the courts.
