I think this is true and they did a test last month. Our water bill which has been going to the same address for 39 years was undeliverable last month. Water company said all bills mailed out were returned and PO said it was a coding error.

If you can drop your ballot off at the ⁶post office, you can put in a drop box. Nobody puts anything of importance in a mailbox.
