Huh? Doesn't any of their IT workers know how to write a data base query? Excel it? If, then, else it? Anything? There are ways to pull info from a federal list w/ delineated columns, if not fix them. Unique identifiers like LA's voter system are not required. I used to do this, it's not that hard.
