Government revenues are "surpluses," not "profits." Surpluses should be used to pay down debt or fund programs.

Tariffs are sales tax on importers that eventually pass to consumers, where the costs hurt the least among us the most. There is absolutely no government income that should ever be called "profit." Trump thinks it's profit because he wants to declare a dividend for himself, not anyone else.
