He can only think transactionally so complex systems thinking (third order net benefits outweigh 1st order immediate results etc.) is out of his reach. So he mocks diplomacy. As the great Austin Milbarge said in Spies Like Us, "We mock what we don't understand".

It’s far worse than a mere personality defect; it’s an absolutely pathological personality. Narcissistic personality disorder, one of the antisocial personality disorders. It OBVIOUSLY rules him in every way. He demonstrates it, cartoonishly, daily. Yet, congress & media continue to sane-wash him.
