That's like making guns illegal. Someone who is willing to break the law to MURDER - will be willing to break the law with gun ownership. Anyone willing to use a drone as a makeshift BOMB would certainly be willing to break city laws banning the drone.

….I’m not even sure how to respond…. - Making guns illegal makes them more visible when they’re used so people have heightened awareness. Same with drones. - Drones were banned to just not be a nuisance. - there’s many of legal tools to commit illegal acts. - reducing presence reduces likelihood
