Since April, a new export framework has permitted controlled surplus weapons sales to partner countries, in principle covering long-range drones and missiles in short supply across Europe, the Middle East, and Asia. 2/4

But export viability differs sharply by category, hinging on three factors: surplus capacity, competitive positioning in the global export market, and legal constraints, which weigh more heavily on some segments than others. 3/4
