Throughput optimization is devoid of ethics. So is reward-chasing. A carrot-or-stick model of behavioural control is already overly simplistic, and the model currently being used lacks the stick, so what do they expect will happen?

Ethical behaviour isn't a matter of some semantically inferred set of rules. If a system does not (or indeed cannot) face consequences, it cannot be expected to operate within ethical boundaries.
